It is given to the writer whose creation is selected by team of jurors (including Eka Budianta, Endo Senggono, Frans M. Parera, Veven Sp. Wardhana, dan Yanusa Nugroho) as the best work published during the eight month period proceeding the judging period since September 2002 to May 2003.
